Notes on the meeting of Reach Parish Council held on Wednesday  6th October 2004

 

Present

Chairman Cllr Robinson, V/Chairman Cllr Aves, Cllrs Summers, Harrison, Pearson, Moseley, and Hill; also D/Cllr Alderson.

 Reports

 

County Council (verbal report received from Cllr Fitch)

· Cllr Fitch had asked for the village hedgerows to be cut back.

· The County Council had withdrawn its objection to the proposed Burwell to Horningsea power lines. It would now be up to the District Council and the Secretary of State to make a decision, although it was likely that the matter would be the subject of an inquiry. Most landowners had agreed with the plans but some had not.

· Bottisham Village College had received a good OFSTED report.

· A planning application to erect GRP control kiosks and extend the operation area of the sewage works on The Hythe had been received. Should anyone want to object Cllr Fitch said he would be willing to speak on their behalf at the planning meeting.

 

District Council

· Cllr Alderson also spoke about the Burwell to Horningsea power lines. Some landowners were not happy with the proposed landscaping.

· Staff at East Cambs District Council had been surveyed and there had been four seminars to discuss the options for new council offices.

· The councillor was still concerned about the hedge on the property at the junction of Burwell Road and Weirs Drove. Councillors agreed it was obstructing vision when turning towards Reach.

· Four more traveller families had moved into Harrison Drove. The travellers’ liaison officer was aware.

· Cleanaway had not been picking up recyclable materials from non-kerbside waste collections. A re-cycling box for plastic bottles had been requested by Swaffham Bulbeck parish council. Cllr Alderson asked if this would be appropriate for Reach.

 

Swaffham Prior Primary School

· A new Deputy Head was to be appointed shortly.

· There were 105 children on the school roll.

· Cllr Robinson asked why the PC had not received any correspondence regarding the appointment of a Community Governor. Councillors voted unanimously to elect Charlotte Cane to the role.

 

Village Hall Committee

Councillors discussed the matter of accommodating large numbers of City councillors’ cars on Reach Fair Day. Tony Jordan, Chairman of the village hall committee (invited to speak), said that passes could be issued prior to the event and parking arranged accordingly.

 Matters arising

· Clerk had obtained quotes for various types of safety surfacing for the children’s play area. It was agreed to ask the supplier to the site to discuss.

· Following complaints from residents, the County Highways Department had agreed to erect a ‘Z’-bend sign before the bends on Burwell Road (coming from Burwell) and also to paint ‘slow’ on the road.

 

Correspondence

· Councillors declined an invitation to a workshop being held by the Newmarket Community Partnership.

· Mr and Mrs Neve, 2B Burwell Road, had been given planning permission to demolish an existing conservatory and erect a garden room.

· The County Council were to take over the responsibility from the police and traffic wardens for enforcing parking restrictions in Cambridge. A private contractor (Legion Parking Services) were to provide parking attendants.

·  CALC’s annual general meeting was to be held on November 6th at Huntingdon.

· Jamie Pearson had written requesting larger goalposts (with nets), and nets for the existing goalposts, for the playing field. Councillors supported the application and suggested it should be discussed by the Village Hall Committee, with a view to the project being financed by the joint Amenity Fund.

 

Reach matters

The deeds of the transfer of the freehold of the Dyke’s End pub from Reach for a Pint to the Parish Council were signed and witnessed.
